Richard Kramer
Richard is responsible for leading the delivery and strategic direction of Connected Care. This is Turning Point’s model of service delivery that integrates health, housing and social care that integrates health, housing and social care, overseeing its work on community engagement, service redesign, cost benefit and social enterprises. Richard set up Connected Care within Turning Point in 2007. Previously Richard was a Director of Policy for Turning Point, overseeing the policy, research and campaigning functions. He has also overseen the management of Turning Point's Kent Learning Disability services and implemented a change management programme for new staff transferred from the NHS to Turning Point.
A qualified solicitor, Richard has worked for a public affairs consultancy, NCVO, and was Mencap’s Head of Campaigns for four years. He has been responsible for a number of publications on dual diagnosis and complex needs, including: The Dual Diagnosis Toolkit: mental health and substance misuse (2004); Guidance on Supporting Complex Needs: mental health and learning disability (2007); and the Dual Diagnosis Good Practice Handbook (2007). Richard is a Trustee of Respond and former Chair of Governors of a special needs school. He is also a member of Learning Disability Review Journal board and edited Sex Offences and the Law affecting people with a learning disability (2004).
Richard has been a member of two Department of Health Working Groups charged with developing the guidance on Joint Strategic Needs Assessment and developing the core dataset to assist the JSNA process. He currently sits on the Cabinet Office task force looking at improving support for people facing multiple disadvantages, and is one of the mentors for the social enterprises established through the Department of Health's right to request scheme. He has led the development of LIS in conjunction with the Government Office North West.
