A CIPFA member, he ran a popular set of training courses for PEFA (Public Expenditure Financial Accountability) at CETC in 2009. He has recently visited Paris, Brussels, Slovenia, Kosovo and Lesotho on various CIFPA missions. He leads CIPFA’s efforts, alongside the European Union, in the production of good practice guidance on PFM capacity development under the joint OECD-DAC and World Bank PFM Task Force. He is currently concluding a project on budget negotiation for DFID.

Previously he was team leader on a major EU project “Management of sub-national public finance in the Russian Federation” working in four regions north of Moscow. He has completed PFM consultancy assignments in over forty countries, over a ten year period. He qualified at the UK National Audit Office and holds a PhD from Durham University.
