Dr Shortt is a GP and PEC Chair, NHS Nottinghamshire County

A practising GP in the Nottinghamshire village of East Leake since 1992, Stephen chairs NHS Nottinghamshire County’s Professional Executive Committee (PEC). Previously, he was PEC Chair of the former Rushcliffe PCT.

Stephen founded NEMS, a large GP co-operative providing out-of-hours care through service integration with Nottingham Community Health Trust and East Midlands Ambulance Service, upon which the Department of Health (DH) out-of-hours review was constructed. He also established Principia, a DH social enterprise pathfinder organisation and DH integrated care pilot in Rushcliffe.

An advisor to DH since 1999, Stephen has just completed a two-year part-time secondment as a Senior Policy Advisor in DH’s Strategy Unit. He has worked on national policy on NHS Direct, Walk in Centres, the Out-of-hours Review, Children’s National Service Framework, Reforming Emergency Care, Practice-based Commissioning (PBC) and the Primary Care Strategy. Within the Primary Care Strategy, he was particularly influential in the development of the notion of a powered autonomous PBC and also the concept of integrated care, about which he has presented at many national conferences. He is also supporting the programme of Integrated Care Pilots.

Stephen has chaired both the regional and Nottinghamshire Next Stage Review Long Term Condition work streams. His other roles have included Project Director of the Nottingham Health Community Emergency Care On Demand project, Chair of the Emergency Care Network, Chair of the Nottingham Health Community Leaders Forum and Medical Director of NHS Direct.
