Stephen Otter QPM
Stephen Otter is Her Majesty’s Inspector of Constabulary for the London and
National Office. He is the HMI responsible for inspecting a range of policing organisations including the Metropolitan Police Service, City of London Police, the Serious and Organised Crime Agency, British Transport Police and PSNI, with responsibility for Counter Terrorism and Serious and Organised Crime.
His policing career began in 1982 when he served with the Thames Valley Police for
three years and then the Royal Hong Kong Police before joining the Metropolitan Police in 1989, where he served in ranks from Constable to Commander. In 2002, he joined Avon and Somerset Police, where he served as Assistant Chief Constable and then as the Deputy Chief Constable. In January 2007, he was appointed as the Chief Constable of Devon and Cornwall Constabulary, where he served until his posting at HMIC. He was awarded the Queen’s Police Medal in 2008.
