Andrew Webster

Andrew is Tri Borough Executive Director – Adult Social Care for Westminster City Council, the Royal Borough of Kensington and Chelsea and London Borough of Hammersmith and Fulham. This pioneering role brings together management and leadership for three boroughs, maintaining their individual political sovereignty while delivering management efficiencies and combined service improvement.

Andrew started his career with Cambridgeshire County Council in 1983. He then led major changes in community and mental health services in Glasgow and managed a teaching hospital in Edinburgh.

In the mid 1990s he set up and led the Joint Review Programme sponsored by the Audit Commission and the Social Services Inspectorate, establishing an integrated approach to inspection and value for money and went on to lead the Commission’s work on failing Councils and its Public Services Research Directorate.

In 2002 he became Social Services Director for the London Borough of Lambeth and for a period acted as the Council’s Chief Executive. Between 2006 and 2008 he was a strategic director at Surrey County Council before leaving to set up his own advisory business working with NHS and Local Government leaders. He supported a range of integration programmes and became National Director – Joint Commissioning for the Department of Health in 2010-11.

Andrew has been a trustee and chair of Turning Point, a leading social care social enterprise for a number of years. Andrew has a BA in Philosophy, Politics and Economics from Oxford University, and in 1989 was awarded a PhD by the London School of Economics for thesis on public policy change.
